IHeart Organizing: UHeart Organizing: Binder Bliss for Scrapbooking

A huge welcome to Sarah, who is back today to share more super organized and awesome scrapbooking/crafting tips!? Today, she is letting us peek inside the rest of her binders, and sharing why they work so well for her and her scrapping system!

I am so excited to be back at IHeart Organizing. I hope everyone had a wonderful Thanksgiving holiday with family and friends.

During my last visit, I introduced you to my number one scrapbooking tool: my Inspiration Binder. I hope it provided you with some ideas on how to get started bring order to your own inspiration.


Last time, I promised I would talk more about the other binders that live on the shelf with my Inspiration Binder. My current collection includes 3 binders in addition to the Inspiration Binder: a binder to house my various stencils, one for embellishments and a final one for letter stickers.

The materials I used to create and gussy up my Inspiration Binder were the same for all four binders:
  • Patterned craft paper
  • Die cutting machine, sticker letters or stencils
  • Paper cutter
  • Xyron sticker maker
  • Three-ring binders with sleeves on the front, back and spine
  • Plastic page protectors
  • Card stock or construction paper
Since my binders were all going to share the same shelf, I chose 4 different pieces of patterned paper that would coordinate with one another as well as the d?cor in my craft room. Each binder got a different piece of paper for its front, back and spine. The binder sizes varied based on how much content each would hold, so I had to custom cut each piece of paper to fit the specifications of its binder. But with a ruler and my handy-dandy paper cutter, I made quick work of each. Finally, I used my die cutting machine to cut out a definitive verb to label each binder?s spine, selecting solid colored card stock that coordinated with {and stood out from} the patterned paper on the spine.
Once everything was cut out, I used my sticker maker to adhere the letters to the appropriate spine. I then slipped the paper into the sleeves on the front, back and spine of each binder and popped them on their shelf. When not in use, these four friends add a bright and inspiring spot of pattern to my craft space.


While we all love pretty things, though, I?m sure what you?re really wondering is what?s going on inside those other three binders.

The Stencil Binder

The Stencil Binder was actually the original inspiration behind my love of organizing with binders. I was trying to figure out a better way to store ? and more importantly, promote use of ? my stencils, when I noticed that some of the stencils were pre-punched for a three-ring binder {so really, I can?t take credit for this idea all on my own}.


But then my bubble temporarily burst: what about all those small stencils that are too small to hole punch, even if I wanted to attempt to add the holes myself? Luckily, inspiration wasn?t too far behind. The larger stencils I inserted in my binder using their holes. For the smaller or more I awkwardly shaped stencils, I used plastic sleeves to store the them. I placed a piece of card stock in each plastic sleeve, which increased the durability of the sleeve while also creating two sides. This way, I could store even more stencils in each sleeve without creating a jumbled mess. When placing stencils in the sleeves, I store like items together. Stencils with similar fonts get stored in a sleeve together, while shapes and borders get their own sleeves.

Now, finding and using stencils is super easy. And added bonus: the stencils are kept in pristine condition, free of the folds and bends that were constantly plaguing me when I stored the more delicate stencils in a storage bin.


The Embellishment Binder

Once I had finished putting together my Stencil Binder, I excitedly looked around for other uses to which I could put my new binder system. And that?s when it hit me: embellishments!

If I purchased an embellishment for a specific purpose, it usually got used, no problem. But if I had purchased an adorable embellishment on a whim {come on, admit it, you do it, too!} without a designated project in mind or had embellishments left over from a project, they inevitably got put in a bin, never to heard from again. I needed a solution that would keep the embellishments both organized and top of mind. My new friend the binder provided the perfect solution.

My Embellishment Binder started out the same as all the other binders. I picked an appropriately sized three-ringer binder, filled it with plastic sleeves and inserted card stock into each sleeve to add heft and create two-sided storage. Since I had a fair number of embellishments and the dimensionality of the embellishments added some bulk to the binder, I selected a 2.5? one.

The interior of the Embellishment Binder was organized in a very similar fashion to the Inspiration Binder I shared with you back in October. The plastic sleeves were divided into the main categories of embellishments:
  • Decoration
  • Relationships
  • Travel
  • Nature
  • Seasons
  • Holiday
  • Milestones
  • Food
  • Sports
  • Home
Each category section was identified by a repositionable, write-on label, which I adhered to the first plastic sleeve in the section. These were the same labels I used in my Inspiration Binder. ? Where appropriate, I divided the plastic sleeves within each category into sub-sections, to ensure everything was organized in a way that made embellishments easy to find and visible enough that they would get maximum use. For example, the Milestones section was comprised of Wedding, Baby, Child and Accomplishments. To minimize the number of labels, I identified these sub-sections by stenciling the name of the section right on the card stock I had placed in the sleeve, rather than using the repositionable labels like I had for the category identifiers. By organizing my binder in this way, I was able to easily modify the binder over time, as the number of categories or sub-sections increased or contracted, without having to spend too much time on the updates. ??

The Letter Binder

I?m going to start to sound like a broken record now, but the organizational ideas I used in my Inspiration and Embellishment Binders were perfectly suited to one last solution: a Letter Sticker binder. The set up was the same: three-ring binder, plastic-sleeves stuffed with card-stock, repositionable labels.

This time, though, the binder was organized by color scheme:
  • Black & White
  • Brown & Tan
  • Red
  • Blue
  • Green
  • Orange & Yellow
  • Pink & Purple
  • Silver & Gold
  • Multi-Color
?

Because letter stickers store relatively flat and my collection isn?t overly large, I selected a narrow binder, but of course, the size of your collection should dictate the size of the binder.

Because sticker sheets are often too large for the plastic sleeves or contain multiple colors, I take a scissors to them when necessary, cutting them down to size or dividing up the colors. I typically store a couple of sheets in each sleeve, so I can see what I have without having to pull all the sheets out.


What about my collection of adorable themed letters, you may be asking? Great question! I suffer from two serious afflictions ?clutterphobia and out-of-sight-out-of-mindness ? whose solutions tend to be in opposition to one another. If I store things away to kill the clutter, I forget I have them. But if I keep them on display, I go insane. You can see the problem. Therefore, the driving force behind all my crafting storage is to create solutions that will keep my space clutter-free while also ensuring that all of my supplies get used. So while I have a designated storage solution for letter stickers ?my Letter Binder ? I actually store my themed letters in my Embellishment Binder.

Before you decide I don?t know a thing about organization and storm away from your computer in disgust, hear me out. I used to, logically, store all my letter stickers in my Letter Binder. But I would find that unless I specifically planned to use letter stickers in a particular layout, I would forget those themed letters were in there until it was too late. But I always skim through my Embellishment Binder when working on a scrapbooking layout or card, to determine if I have an embellishment that is perfect for the specific craft project. So now I keep themed letters stored in the appropriate section of the Embellishment Binder. For example, I have some adorable animal print letters in the Nature section of my Embellishment Binder, patiently waiting for the perfect layout before being liberated. Now my themed letters get used with equal regularity to their color-coded counterparts in the Letter Binder.

With the advent of personal die cutting machines, many of you may have found that your supply of store-bought embellishments and letter stickers has significantly dwindled, now that you can create your own. I know mine have. But as a result, I find the binder solution to be even more essential. Because there are fewer of them and I reach for them less often, keeping stencils, embellishments and letter stickers organized and close at hand ensures I still use these solutions often and therefore infuse greater variety into my crafts.

There you have it. My love affair with binders has now been revealed. But there is one more secret to share. As I mentioned in my last post, there is one more reason to love binders, aside from their storage versatility. They travel well. When I am on the go, my binders slip perfectly into my travel case, like they were made to be travel companions.

State of Victoria establishes regional prostate cancer registry (in ...

According to an article in BJU International, the State of Victoria, Australia, has initiated development of what appears to be a well-constructed, pilot, prostate cancer registry (PCR). Good for them!

Evans et al. report that this PCR has been set up based on recognized, international operating principles for clinical registries. (Well-established operating principles exist both within Australia and internationally to provide guidance on how to establish clinical registries of this type.)

The initial goal of this PCR will be to monitor the quality of care provided to men diagnosed with prostate cancer. It will collect data on eligible men of > 18 years of age, diagnosed with prostate cancer at a series of contributing hospitals in Victoria, Australia, whose diagnosis is confirmed by histopathology report notified to the Victorian Cancer Registry.

A steering committee was initially established, with the responsibility to:

  • Determine the minimum set of data to be collected
  • Select quality indicators to be reported back to clinicians
  • Identify the most effective recruitment strategy, and
  • Provide a governance structure for data requests; collection, analysis, and reporting of data; and managing outliers.

The steering committee has identified a minimum data set of 72 data items to be collected by the PCR. This will enable registry managers to collect and report data that can be used to monitor 10 quality indicators over time. Outcome measures will be risk adjusted according to an established risk stratification model.

Recruitment of patients into the PCR will occur concurrently with mandatory notification of diagnosis to the State of Victoria?s cancer registry, and the PCR will apply an opt-out consent process to maximize recruitment.?The data collection approach is to be standardized, using a hybrid of data linkage and manual collection, and data collection forms are to be electronically scanned into the PCR.? A data access policy and escalation policy for mortality outliers has also been developed.

It is high time that a major regional body established such a well-coordinated and sophisticated registry in order to monitor patient outcomes and quality of care (regardless of treatment type). It is regrettable that this hasn?t already been carried out in the USA, but maybe the fact that an Australian state has taken this step will motivate others to follow their lead.

Pot legalization no free ride to smoke on campus

(AP) ? Young voters helped pass laws legalizing marijuana in Washington and Colorado, but many still won't be able to light up.

Most universities have codes of conduct banning marijuana use, and they get millions of dollars in funding from the federal government, which still considers pot illegal.

With the money comes a requirement for a drug-free campus, and the threat of expulsion for students using pot in the dorms.

"Everything we've seen is that nothing changes for us," said Darin Watkins, a spokesman for Washington State University in Pullman.

So despite college cultures that include pot-smoking demonstrations each year on April 20, students who want to use marijuana will have to do so off campus.

"The first thing you think of when you think of legalized marijuana is college students smoking it," said Anna Marum, a Washington State senior from Kelso, Wash. "It's ironic that all 21-year-olds in Washington can smoke marijuana except for college students."

Voters in November made Washington and Colorado the first states to allow adults over 21 to possess up to an ounce of marijuana, and exit polling showed both measures had significant support from younger people. Taxes could bring the states, which can set up licensing schemes for pot growers, processors and retail stores, tens or hundreds of millions of dollars a year, financial analysts say.

But the laws are fraught with complications, especially at places like college campuses. At Washington State, students who violate the code face a variety of punishments, up to expulsion, Watkins said. The same is true at the University of Colorado Boulder, where the student code of conduct prohibits possessing, cultivating or consuming illegal drugs.

"If you possess marijuana and are over 21, you still may face discipline under the student code of conduct," Huff said.

Gary Gasseling, deputy chief of the Eastern Washington University police department, said that while they await guidance from the state Liquor Control Board, which is creating rules to govern pot, one thing is clear.

"The drug-free environment is going to remain in place," he said.

Even if conduct codes did not exist, marijuana remains illegal under federal law, another key reason that campuses will remain cannabis-free.

The Drug Free Schools and Communities Act requires that any university receiving federal funds adopt a program to prevent use of illicit drugs by students and employees, much in the same way other federal funding for law enforcement and transportation comes with clauses stipulating that recipients maintain drug-free workplaces.

Washington State, for instance, receives millions in federal research funds each year, which prohibits them from allowing substances illegal under federal law on campus.

College dormitory contracts also tend to prohibit possession of drugs, officials said. Dorms and other campus buildings also tend to be smoke-free zones, which would block the smoking of marijuana, officials said.

At Eastern Washington, there is a student-led movement to ban smoking even outside across the entire campus, Gasseling said.

In addition, NCAA rules prohibit student-athletes from consuming marijuana or other illegal drugs.

With all these complications, it is reasonable to expect that some students will be confused by the new laws.

"Some type of communication is going to come out from the university to clarify this," said Angie Weiss, student lobbyist for the Associated Students of the University of Washington.

Derrick Skaug, student body vice president at Washington State, said he believes most students will understand they cannot consume marijuana on campus.

"I don't see it likely that people will be smoking marijuana while walking around campus," Skaug said. "Most people do understand that just because it is no longer banned by state law, it doesn't amount to a get-out-of-jail-free pass."

Skaug acknowledged that some students might feel they should be allowed to consume marijuana on campus if it is legal everywhere else.

"It may be something worth starting a discussion on," Skaug said. "But there are a lot of issues that need to be addressed."

Colleges in Washington already dealt with this issue in 1998 when the state approved the use of medical marijuana, which was also banned on campus, Watkins said.

Students who wanted to use marijuana for medical reasons had to live off-campus, and Washington State waived its requirement that all freshmen had to live in dorms to accommodate them, Watkins said.

Of course, pot has been illegally used on college campuses for decades, and students for decades have been getting busted for possession.

Marum said that many Washington State students who have medical marijuana cards are allowed by their residence hall advisers to consume marijuana brownies, even though the drug is banned on campus.

"People in dorms now who want to smoke, they do it," Marum said. "I do think more people will be smoking in the dorms when marijuana is legal for use."

One thing that will change: Some off-campus police departments have said they will no longer arrest or ticket students who are 21 and older and using marijuana.

In Boulder and Seattle, prosecutors have said they will not prosecute criminal marijuana cases for less than an ounce for people age 21 and over.

Huff said University of Colorado police will no longer ticket people who are legal under state law to possess marijuana.

Amazon takes Maps API out of beta, cautiously steps out of Google's shadow

If Amazon has its way, Google Maps on your Kindle Fire won't be the default option for much longer. Back in September, the online retail giant introduced a beta version of its Amazon Maps API to see if it could go the Apple route by fleshing out its own maps platform. Now it's ready to take the API out of beta after several months of testing and a lot of developer interest -- Hipmunk, Evernote, Trulia and Zillow have already integrated it into their Kindle Fire apps. The API currently features interactive maps and customized overlays, and is now a part of the Amazon Mobile App SDK. It's early days yet for the mapping service and we're sure it doesn't have the bells and whistles of the one from Mountain View, but this does mean a further step toward differentiation from the Big Goog. Let's just hope this turns out better than iOS6 Maps and no one comes to regret it.

More 'happy talk' rules from DISD to employees | Opinion Blog

Apparently, Dallas ISD teachers received a notice yesterday, which they are required to acknowledge receipt of, essentially advising them that their First Amendment rights do not apply whenever their online discussion involves DISD. They are not to post blog items or converse online, either via DISD accounts or personal accounts, in any way that disparages the district. In other words, you can sing the praises of the district and its new administration. But you may not criticize it. In fact, you may not even discuss district business. Period.

The district reserves the right to block teachers from viewing the very words I?m writing now if some officials decide that what I?m writing is detrimental to DISD.

Nothing I can find in this directive excuses the Board of Trustees from the policy, so Carla Ranger might want to rethink some of her blog items. And by the way, speaking the truth doesn?t appear to be a defense in this policy.

This comes fresh on the heels of the administration?s previous ?happy talk? initiative?this month when it asked principals to recruit teachers to write glowing letters about the revolutionary changes now being instituted. That initiative included suggested wording that principals could put into the mouths of the teachers, even though the administration acknowledges openly that DISD teachers right now are not exactly at a high point in terms of morale.

The fact is, teachers are grumbling loudly about the way they?re being treated. And they are speaking out in emails and on blogs, including this one. The volume of their complaints apparently doesn?t sit well with the administration. Rather than listen and learn from the complaints and, perhaps, consider a more productive change in course, the administration instead wants them just to shut up. And so, yesterday, it sent out the following orders:

?a. Limited and occasional use of the District?s systems to engage in blogging is acceptable if authorized, provided that it is done in a professional and responsible manner, does not otherwise violate the District?s policy, is not detrimental to the District?s best interests, and does not interfere with an employee?s regular work duties.??The District reserves the right to block access to these or other Web sites.

?b. Blogging by employees, whether using the District?s property and systems or personal computer systems, is also subject to the terms and restrictions set forth in this regulation.??Blogging from the District?s systems is also subject to monitoring.

?c. Users are also prohibited from discussing specific District business within any personal home pages they may have established on these sites outside of District business hours.

?d. The District?s Data Classification and Retention Regulation also applies to blogging.??As such, employees are prohibited from revealing any District confidential or proprietary information, trade secrets, or any other material covered by the District?s Data Classification and Retention Regulation when engaged in blogging.

?e. Employees will not engage in any blogging that may harm or tarnish the image, reputation, and/or goodwill of the District and/or any of its employees.??Employees are also prohibited from making any discriminatory, disparaging, defamatory, or harassing comments when blogging or otherwise engaging in any conduct prohibited by the District?s Nondiscrimination and Anti-Harassment policy.

?f. Employees may also not attribute personal statements, opinions, or beliefs to the District when engaged in blogging.??If an employee is expressing his or her beliefs and/or opinions in blogs, the employee may not, expressly or implicitly, represent him or herself as an employee or representative of the District.??Employees assume any and all risk associated with blogging.

?Apart from following all laws pertaining to the handling and disclosure of copyrighted or export-controlled materials, the District?s trademarks, logos, and any other District intellectual property may also not be used in connection with any blogging.?

I would divulge the source of this information, but doing so might put the DISD employee at risk of punishment under paragraph ?e? because the mere fact that the district has issued this sweeping directive absolutely tarnishes and disparages the image of the officials who came up with it.

From analog to digital: Two-way radios continue to enhance public ...

Two-way radios, first used in police patrol cars in 1933, have undergone immense transformation in the past few years, driven by the evolution of technology. Today, it remains a mainstay for mission-critical and business-critical communications, especially for public safety.

Daren Ng, Business Development Director, Two-way radio channels, APAC, said Digital two-way radios have kept pace with the changing needs of governments and enterprises and their market is continuing to grow.

"In government it is even more valuable because radio design enables intuitive usage during critical moments. Features such as GPS technology, man down function, and ambient listening are proven life savers, especially during public safety operations, or working in remote locations such as forests or in mines," he said.

In an email interview, he explained further the advantage of the system in the era of smartphones and mobile devices:

eGov Innovation: Please give an overview of two-way digital radios, the digitization of information and how they benefit high-risk environments.

Darren Ng (DN): The transformation of two-way radios was driven by the evolution of technology and the emergence of standards based on technologies such as TETRA (Terrestrial Trunked Radio) and APCO (Association of Public Safety Communications Officials International) for public safety users, and DMR (Digital Mobile Radio) standard for professional commercial radio users in the enterprise space.

This evolution from analog to digital has exponentially increased capabilities such as integrated voice & data, advanced signaling, improved voice quality, stronger security, voice privacy and spectrum efficiency. TETRA and APCO mission-critical digital
trunked radio networks are built to be scalable, resilient and available, support intensive data applications and offer features unique to mission-critical use. A similar capability set is also offered by DMR standards-based two-way radios for business critical use.

Radios are built to stringent ruggedness standards to ensure they withstand multiple drops to concrete, water and dust ingress, and withstand extreme temperatures. The radio design enables intuitive usage during critical moments. Radios that are ATEX or ATmosphere EXplosive certified ensure safe communication in combustible environments such as mines, refineries and oil platforms.

Finally, private radio networks are built with high redundancies to ensure they are available during emergencies. TDMA technology makes the radios spectrally efficient and gives up to 40 percent extra talk time, very critical for those working in remote areas where public cellular networks are not accessible and radio is the only lifeline available.

eGov Innovation: With the surge in the use of tablets and smartphones, what is the advantage in using digital radios for organizations, especially in the government (for use in ensuring public safety)?

DN: Very often, the safety of communities depends on calls getting through to the public safety agency, command and control center and field officers. Therefore, certainty of communication is essential.

Cellular networks, which personal devices such as smartphones and tablets have access to, are not designed and built for mission-critical communication. When disaster strikes or large accidents occur, it is usually the cellular networks that are the first to suffer disruption due to high call traffic.

Private radio networks stand-alone and function within a dedicated spectrum and on a private infrastructure that is purpose-built with high redundancies to ensure robust functioning. This makes them an essential backbone for government and public safety agencies that require instantaneous, one-to-many communication. The other advantage vital for government users would be security of information relay, which is enforced through encryption.

The cost-to-benefit ratio for users is significant. The ruggedness of the devices and the long device lifecycle deliver investment assurance. Once the network is set up, unlimited calls between users and groups of users can be made, which translates to significant savings in cost of operations and utilization. The benefits in terms of immediacy of communication and reliability may also make a
critical difference in life-saving situations.

eGov Innovation: How important are two-way radios as a tool for lone workers operating in high-risk environments??

DN: High-risk environments include oil pipelines, mines, chemical plants, forests, man-made disasters or even crime scenes. Many of these places would typically have low or insufficient cellular network coverage, be combustible, remote or have other forms of risks. This is where a two-way radio, running on a dedicated private network and with a rich set of features, comes in as essential to the lone-worker.

Digital two-way radios can be programmed to send a heartbeat signal, which ensures that a lone worker responds to a regular, recurring alarm, which then sends a signal back to the control station, confirming he is safe. In a mine, combustible gases are often present, thus, endangering the lives of miners who may not be using communication equipment that are ATEX certified (Safe Communication in Explosive Atmosphere).

Similarly, for a public safety officer attending to a distress call, the man-down function or the emergency button and GPS location tracking in the radio can be a lifesaver. Lone worker capabilities on two-way radios have also enabled companies to reduce their costs and manpower requirements.

eGov Innovation: What kind of infrastructure is needed for an enterprise or government agency to be able to deploy digital radios? How much is the investment? What are the different kinds of devices that currently in use??

DN: In many countries, two-way radios are a controlled and restricted item. Only the police, military or other public safety agencies are allowed to use it, as spectrum is precious. Doctors Who Advise Wall Street Investors Operate In Ethical Grey Zone

Once upon a time on Wall Street, the enterprising trader looking for a nugget of inside information about a public company worked the phones, developed sources at law firms and pestered friends and family for tips.

According to allegations made in a recent $276 million insider trading fraud lawsuit -- and several other high-profile cases in recent years -- the aspiring fraudster now has an easier path: hire an "expert network" company to find those sources.

Expert network companies have been around for about a decade. They sign up thousands of academics and industry professionals as consultants, then offer their services to money managers, investors or anyone else willing to pay top dollar for an hour or two of that person's time. Consultants, and the industry, describe what they do as matchmaking, pairing subject-matter experts with analysts and others who make investing decisions.

Federal authorities have said the relationships can be conduits to fraud, giving hedge funds and other money managers easy access to people with market-moving information about a drug or another product.

The increased scrutiny of these relationships has led a handful of financial firms to sever ties with the expert companies. Now, some medical ethicists are urging their peers to do the same, warning that the risks might outweigh the financial reward.

"There's one reason for these investment firms to get involved, and that is to get the inside dope on a product," said Arthur Caplan, director of the Center for Bioethics at New York University.

He said physicians should steer clear. "This work has nothing to do with being a doctor," he said.

In separate interviews with The Huffington Post, three doctors said that they followed ethical practices during consultations for fees that averaged about $400 an hour. They said they supplied general information and opinions only on subjects in the public domain and that the conversations helped them better understand how market forces shape their profession.

"There's too much at risk," said John Hsu, director of anesthesiology at Presbyterian Intercommunity Hospital in Whittier, Calif., who consults through Gerson Lehrman. "If I am convicted of insider trading, that means jail. I would lose my license and lose my reputation. It's not worth it."

The doctors -- two of which asked to remain anonymous for fear hurting their consulting business -- didn't agree among themselves about what counts as fair game to disclose to a money manager or other questioner. For example, one oncologist said he would divulge whether a particular drug was effective -- and would be willing to reveal, for example, how many patients out of 10 it had helped.

Hsu, on the other hand, said he would only reveal his general impressions of the effectiveness of a drug, and would not be willing to say how many people it had helped.

Hsu said he had been asked this kind of question, and others that probed at what he might know about a drug under development, but had never revealed that kind of information. "I don't want to screw up," he said. "I'm always watching what I say."

Federal authorities allege that some of these relationships have far exceeded the legal bounds. In the most recent case, federal prosecutors and the Securities and Exchange Commission claim that Mathew Martoma, a former portfolio manager at an affiliate of the powerful hedge fund SAC Capital Advisors, traded on insider information given to him by University of Michigan neurology professor Sid Gilman.

Gilman, according to the allegations, served on a committee monitoring the safety of an Alzheimer's drug under development by drug companies Elan and Wyeth. In 2008, according to the criminal complaint, Gilman told authorities that he passed along information about the trial, which prompted SAC Capital to sell out its large positions in the companies within days.

Gilman received $108,000 in consulting fees through an expert network company -- later identified in press reports as Gerson Lehrman Group -- but did not otherwise profit from the information he passed along, according to the allegations. The hedge fund, run by the fantastically wealthy Stephen Cohen, did quite a bit better: earning $276 million, counting profit from short positions taken in the stocks soon after the fund sold them off, the government claims.

The fraud unfolded "on a scale that has no historical precedent," Manhattan U.S. Attorney Preet Bharara said at a news conference.

Gerson Lehrman did not respond to a request for comment and has not been accused of wrongdoing. In the past, the company has said it requires its consultants to sign nondisclosure agreements and not to discuss their own companies. Professionals who have accepted consulting jobs through Gerson have said they must take a yearly ethics review quiz and sign off before each new assignment asserting that they do not have a conflict that would prevent them from discussing the topic.

Stories about illicit activity enabled by expert network companies date at least as far back as 2005, when the Seattle Times identified 26 instances in which doctors leaked confidential details about ongoing drug research to Wall Street firms.

The expert network company that has received the most attention in recent years is Primary Global Research, which turned up in the insider trading case involving Raj Rajaratnam, the former Galleon Group head who was convicted of securities fraud last year. Several Primary Global employees have since been convicted of insider trading-related charges.

In another high-profile case, Broadband Research founder John Kinnucan pleaded guilty in July to passing along illegal tips to hedge fund clients and obstructing justice. He had previously made waves when he sent out an email to those clients in which he said he refused to wear an FBI wire. More than a dozen insider trading arrests followed in an operation that Manhattan U.S. Attorney Preet Bharara and the FBI called "Perfect Hedge."

What worries Eric Campbell, the director of research at the Morgan Institute for Health Policy, part of Harvard Medical School, is how little academic institutions know about the relationships between their staff and these outside consultancies -- or the financial firms that pay big fees to hire them.

"There is no common disclosure standard," he said. "If you asked me how frequently these consultations take place, I couldn't tell you. There is no data. Nobody knows."

Campbell said this lack of oversight puts the institutions at risk. He noted that other relationships, such as those between pharmaceutical companies and doctors, are very closely scrutinized, even though those can be greatly beneficial, leading to the development of a powerful new drug, for example.

Even if above board, there is no obvious societal benefit to a relationship with a financial company," he said. "The outcome is financial gain for a very select group of people."

Calif.-Vegas party train could hit tracks in 2013

LAS VEGAS (AP) ? As if a weekend in Las Vegas isn't wild enough for Southern Californians, a Nevada entrepreneur is about to add five more hours of party to either end.

After striking an agreement with Union Pacific Railroad last week, the Las Vegas Railway Express is one step closer to bringing to life the X Train, a luxurious "party train" complete with big screen TVs, recliners and two ultra lounges.

"The whole idea is when you get on a train, you feel like you're in Las Vegas," said Michael Barron, president and CEO of the $100 million venture that hopes to launch its maiden voyage on New Year's Eve 2013. "It's essentially a nightclub on wheels."

Tourists can't get from Southern California to Las Vegas by rail alone, and Barron's company isn't the first to try and fix that. The much-talked-about XpressWest project proposes a high-speed train connecting Sin City to the region from which it draws 25 percent of its tourists.

But it's a multi-billion-dollar proposal that would require setting new tracks, and it's often panned as a "train to nowhere" because the first phase would start in relatively obscure Victorville, about 100 miles outside of Los Angeles.

The X Train proposal calls for an Amtrak crew aboard a 576-passenger train that runs at standard speeds on traditional tracks.

It would start in Fullerton, Calif. ? already home to an Amtrak station and part of Southern California's Metrolink commuter train network ? and end in downtown Las Vegas.

A conditional agreement with Union Pacific, approved Nov. 16, will allow the company to use a rail line that's currently limited to freight trains and hasn't served passengers since Amtrak discontinued its Desert Wind service in 1997 due to low ridership.

Tickets for the adults-only train would cost $99 each way and include a meal and beverage, with plenty more alcohol available for purchase. To keep ticket prices low, the company would try to make money booking Las Vegas hotels and entertainment for passengers.

With initial plans for one trip a day on Thursday, Friday, Sunday, and Monday, Barron believes he can attract tourists weary of the weekend traffic gridlock and perhaps hung over from their weekend revelry.

"Sunday is horrific," Barron said of the Interstate 15 corridor that links Las Vegas and its neighbor. "So now you've been up for 40 hours gambling and you have to drive for seven hours ? that's just horrible. But people do it in spite of that!"

John Lawson, who was in Las Vegas from Orange County for a few days over Thanksgiving, said he'd like the option of hopping on a train rather than braving bumper-to-bumper traffic on the way back.

"If you party really hard, it sucks driving back," said Lawson, 28.

Vegas visitor Christina Bojorquez, 25, said she'd have to weigh the cost of the train ride against other cheap options, including discounted flights and sharing the expense of driving to Vegas.

"For special occasions it would be good, but not all the time," she said.

Tom Skancke, a transportation consultant for the Las Vegas Convention and Visitors Authority, pointed to the proposed trains and other alternatives to personal cars as options that could entice a new generation of tourists. A new Greyhound Express nonstop bus route between L.A. and Las Vegas launched earlier this month.

"These modes of transportation do appeal to a younger, more eco-friendly traveler," Skancke said. "This generation is more interested in passenger rail, transit and high-speed rail than previous generations."

There's still work to be done on the X Train to get it running by late 2013. The sixteen cars the company has purchased need to be renovated, and a station needs to be completed in downtown Vegas.

"We're four years and $12 million into it. It's a lot of infrastructure building," Barron said. "This is a simple concept in discussion, but it's complicated to do."

2 men charged in killing of family's pet turkey

Two Florida men are accused of using a bow and arrow to kill a family?s 30-pound pet turkey so they could eat if for Thanksgiving.

Joshua W. Anderson, 19, and Jacob H. Provo, 18, are charged with armed burglary, armed trespassing, theft of livestock and animal cruelty.

Santa Rosa County sheriff?s deputies arrested the pair on Monday as they were on their way to butcher the dead bird, the Pensacola News Journal?reported.


Tom the turkey was among dozens of animals that Brian and Christa Caponi kept on their six-acre property in Gulf Breeze, a suburb of Pensacola, Fla.

??He was a family pet,? Christa Caponi told the News Journal. ?It was like having a normal family dog.?

The bird was missing when Brian Caponi got up early Monday to feed the animals. Thieves left behind a trail of blood and feathers. A security camera on the property captured video of one man stealing the turkey and another running along the fence line.

According to the arrest report, Provo, who lives near the Caponis, admitted entering the pen and shooting his neighbor?s turkey with a bow and arrow. The pair said that they planned to eat Tom for Thanksgiving, the News Journal reported.

The turkey?s body was found in the back of Provo?s pickup, investigators said.

The Caponis are mourning the loss of Tom, which they described as special among their menagerie of cats, goats, a dog, chickens and roosters.

?He was a family pet,?Christa Caponi told the newspaper. ?It was like having a normal family dog.?

(AP) ? Internal emails among U.S. military officers indicate that no sailors watched Osama bin Laden's burial at sea from the USS Carl Vinson and traditional Islamic procedures were followed during the ceremony.

The emails, obtained by The Associated Press through the Freedom of Information Act, are heavily blacked out, but are the first public disclosure of government information about the al-Qaida leader's death. The emails were released Wednesday by the Defense Department.

Bin Laden was killed on May 1, 2011, by a Navy SEAL team that assaulted his compound in Abbottabad, Pakistan.

One email stamped secret and sent on May 2 by a senior Navy officer briefly describes how bin Laden's body was washed, wrapped in a white sheet, and then placed in a weighted bag.

According to another message from the Vinson's public affairs officer, only a small group of the ship's leadership was informed of the burial.

"Traditional procedures for Islamic burial was followed," the May 2 email from Rear Adm. Charles Gaouette reads. "The deceased's body was washed (ablution) then placed in a white sheet. The body was placed in a weighted bag. A military officer read prepared religious remarks, which were translated into Arabic by a native speaker. After the words were complete, the body was placed on a prepared flat board, tipped up, whereupon the deceased's body slid into the sea."

The email also included a cryptic reference to the intense secrecy surrounding the mission. "The paucity of documentary evidence in our possession is a reflection of the emphasis placed on operational security during the execution of this phase of the operation," Gaouette's message reads. Recipients of the email included Adm. Mike Mullen, then the chairman of the Joint Chiefs of Staff, and Gen. James Mattis, the top officer at U.S. Central Command. Mullen retired from the military in September 2011.

Earlier, Gaouette, then the deputy commander of the Navy's Fifth Fleet, and another officer used code words to discuss whether the helicopters carrying the SEALs and bin Laden's body had arrived on the Vinson.

"Any news on the package for us?" he asked Rear Adm. Samuel Perez, commander of the carrier strike group that included the Vinson.

"FEDEX delivered the package," Perez responded. "Both trucks are safely enroute home base."

Although the Obama administration has pledged to be the most transparent in American history, it is keeping a tight hold on materials related to the bin Laden raid. In a response to separate requests from the AP for information about the mission, the Defense Department said in March that it could not locate any photographs or video taken during the raid or showing bin Laden's body. It also said it could not find any images of bin Laden's body on the Vinson.

The Pentagon also said it could not find any death certificate, autopsy report or results of DNA identification tests for bin Laden, or any pre-raid materials discussing how the government planned to dispose of bin Laden's body if he were killed.

The Defense Department also refused to confirm or deny the existence of helicopter maintenance logs and reports about the performance of military gear used in the raid. One of the stealth helicopters that carried the SEALs to Abbottabad crashed during the mission and its wreckage was left behind. People who lived near bin Laden's compound took photos of the disabled chopper.

Authorities: Jailed Man Ran Internet Porn Business Behind Bars ...

DETROIT (WWJ/AP) - Authorities say a jailed adult entertainment consultant convicted of tax evasion was able to manage his business for more than 18 months in Detroit using a laptop computer in his cell and jail telephones.

Francis Sharrak, 44,?of Farmington Hills, was locked up in a cell for high-profile inmates in Wayne County,?awaiting sentencing on federal tax evasion charges in August 2010. Health problems and numerous requests for delays kept him there until May 2012.

Sharrak was serving as his own lawyer and asked for the laptop to prepare arguments for his federal court sentencing. But, he wasn?t supposed to have the computer.

According to court records, Sharrak said he ?had illegitimate access in his jail cell to a privately owned personal computer equipped with Internet access, a camera, photo, video, text and e-mail capabilities, and the ability to communicate by voice and video over the Internet through software programs such as Skype.?

Sharrak?allegedly used the computer to operate and promote adult websites. Authorities say he also used a jail telephone?to discuss management decisions at strip clubs where?he was a consultant?? including Platinum Show Girls in Toledo and Spanky?s Club in Dayton, Ohio ??and how to move money around.

Undersheriff?Daniel Pfannes?acknowledged that Sharrak had the computer, calling it an isolated case.

?We were misled initially by an employee who said there was a court order giving him access to a laptop computer,? Pfannes told The Detroit News.

Pfannes said that employee has since been fired and?the department has changed policies to avoid a repeat in the future, although he declined to detail the policy changes or name the employee.

On March 8, the sheriff?s department seized Sharrak?s?computer. Sharrak filed a motion to get it back, saying he?d had it since August 2010 and that it was essential to his defense. A federal judge denied the request.

Sharrak?wasn?t charged for any of his jailhouse activities, but prosecutors did ask a judge to consider them at sentencing. Federal prosecutors said Sharrak deserved a high-end sentence because he failed to learn his lesson and repeatedly broke the rules while locked up.

?Through his past conduct as proven at trial, and his apparently continuing conduct of the same nature, even while confined, defendant has shown that he simply refuses to abide by laws, rules, restrictions and directives imposed upon him,? Assistant U.S. Attorney Carl Gilmer-Hill wrote in a sentencing memorandum.

On April 30, 2012, Sharrak was sentenced?to six years in prison and ordered to pay $4.2 million in restitution. He is currently serving his sentence at a federal prison in West Virginia.
