MONTREAL (AP) - Patrice Bernier scored on a penalty kick in the 89th minute and the Montreal Impact ended a three-game losing streak with a 2-1 victory over the Columbus Crew on Sunday.

Bernier hesitated before putting his shot past Columbus goalkeeper Andy Gruenebaum.

"That's what I usually do all the time," said Bernier, who scored his fifth goal. "It works, so I'm not going to stop."

Zarek Valentin got Montreal (6-11-3) even with the tying goal in the 78th minute. Valentin scored on a shot from the right side to tie it.

"We're very happy because we finally won," said Impact striker Marco Di Vaio, who got his first win since making his Major League Soccer debut in a 3-0 loss to Toronto on June 27.

Milan Mirosevic broke the scoreless draw 64 minutes in for Columbus (6-6-4). The Crew striker cut across to head in Nemanja Vukovich's left-footed corner kick off Montreal goalkeeper Donovan Ricketts' hand and into the right side of the net.

Di Vaio began Valentin's scoring play, setting up Sanna Nyassi who fed a pass to his right to Valentin. His shot beat Columbus goalkeeper Andy Gruenebaum into the right side of the net.

"That's frustrating," Crew defender Josh Williams said. "We got the goal, we started to settle down a little bit and knock the ball but we got a little impatient. They're a good team at home so a few mistakes here and there and it cost us at the end."

Gruenebaum made a diving save on Jeb Brovsky's long kick in the 76th minute.

"Oh man, from my view I thought it was going in," Brovsky said. "He's a very good `keeper and give him credit, that was a great save."

Lamar Neagle headed the ball just wide of the left post off Di Vaio's deft set up early in the second half. The veteran Italian striker created the scoring opportunity 49 minutes in when he floated a pass to Neagle over defender Josh Williams.

Di Vaio created another chance moments later when he sent in Sanna Nyassi, whose shot was blocked by Gruenebaum.

"Yeah, he's a good player," Williams said. "He's not too fast but he's crafty and he plays good angles. He's a pretty physical guy. You gain a lot of experience playing against a guy with that much national team experience. He's scored a lot of big goals for Italy and everything. He's a creative player it's always good to match up and defend against guys like that."

Crew captain Chad Marshall returned after missing eight games because of a concussion. Columbus won four and lost three without Marshall, who had not played since he was hit on the head by a ball in practice on May 4.

The Impact were without captain Davy Arnaud and midfielder Felipe Martins. Both players served one-game suspensions after each received his fifth yellow card of the season in Wednesday night's 3-1 loss to Sporting Kansas City.

Nyassi will be suspended for Montreal's next game, Saturday in Philadelphia. Nyassi was shown his fifth yellow card of the season for a hard tackle late in the first half.

Columbus midfielder Tony Tchani was shown a yellow card by referee Matthew Foerster in the 39th minute for kicking the ball into the stands.

Little hope for compromise in Congress

WASHINGTON (AP) ? Republicans and Democrats in Congress who congratulated themselves for passing relatively routine legislation before July 4 are returning to the Capitol for a summer stocked with political show votes and no serious role for bipartisanship.

Any thought of compromise on major issues ? taxes, spending, deficit control or immigration among them ? will have to wait until after the election or the new year.

So, too, with a farm bill. It cleared the Senate on a bipartisan vote and is now at risk for becoming sidetracked in the House in the run-up to this summer's presidential nominating conventions and the Nov. 6 election.

To pass the legislation, "I've got to work with my leadership. I've got to work with my members. I've got to work with the minority (Democrats). I've got to work with my friends in the Senate. I'm having a lot of fun," Rep. Frank Lucas, R-Okla., chairman of the House Agriculture Committee, told reporters with more than a trace of sarcasm several days ago.

In the interim, the House Republican leadership intends to force a vote this coming week on a repeal of President Barack Obama's health care law, recently upheld by the Supreme Court in a ruling that said the law imposes a tax on anyone who fails to purchase insurance.

Also in the pipeline is a measure to stop major new federal regulations from taking effect until joblessness recedes nationally, possibly to 6 percent from the current 8.2 percent.

Another item on the Republican to-do list for July is a measure to extend all of the tax cuts due to expire at the end of the year, including the reductions on wealthier income earners, which Obama and most Democrats want to let lapse.

Senate Democrats are not without their own July agenda, beginning with a business tax cut that is set for a test vote Tuesday.

They also want to end existing tax breaks for the costs businesses incur in moving jobs overseas. This measure dovetails nicely with Obama's attempts to cast Romney as a champion outsourcer of jobs during his career as a businessman.

In addition, they may set up a vote on legislation to require disclosure for individuals making high-dollar contributions to political organizations that spend millions on campaign commercials.

Whatever the merits of these proposals, Republican and Democratic aides say there is no expectation any of them will pass this summer. Instead, they say, each is designed to make lawmakers on the other side of the political aisle choose between a popular position on the one hand and political orthodoxy within their own party on the other.

By their own count, House Republicans have voted more than 30 times to repeal, defund or erode the health care overhaul that stands as Obama's signature domestic achievement yet fares poorly in public opinion polling. "The law I passed is here to stay," the president said late last week, brushing aside the latest Republican assault.

But if anything, Republicans are more eager than ever to hold a vote to repeal it, following a majority opinion from Chief Justice John Roberts that said the law was constitutional because it imposes a tax ? not a penalty ? on anyone who refuses to purchase insurance.

The vote will take place in the midst of a $9 million television advertising campaign by the conservative Americans for Prosperity.

The commercial includes a video of Obama saying the law "is absolutely not a tax increase." Referring to the court's ruling, the announcer rebuts him, saying, "Now we know that's not true," and the ad calls for repeal of the legislation.

On tax cuts, Obama and Republicans compromised once, and they may again ? after the election.

But for now, the president has pledged he won't agree to another renewal of the reductions on individuals earning over $200,000 or couples making more than $250,000 a year. The dispute is one of the main issues to be presented to voters this fall.

It's a showdown Republicans are eager to have. "Working families and small business should not be saddled with the uncertainty of a looming tax increase as they attempt to invest and grow for the remainder of the year," House Majority Leader Eric Cantor, R-Va., wrote this spring in a memo to the rank and file.

More disclosure for political contributions generally enjoys public support in the polls, but Republican outside groups, more than Democratic ones, are awash in large donations from anonymous donors.

The Senate Republican leader, Mitch McConnell of Kentucky, calls the Democratic legislation a threat to the Constitution's guarantee of free speech. Its supporters "have a simple view: If the Supreme Court is no longer willing to limit the speech of those who oppose their agenda, they'll find other ways to do it," he said last month.

Nor is there much prospect for immediate compromise on a farm bill, meaning the likeliest outcome is a one-year or two-year extension of current programs that puts off difficult decisions over spending cuts.

Bipartisan legislation passed the Senate last month to cut $23 billion over a decade. The bill before the House Agriculture Committee would chop $35 billion.

Some conservatives want to slice more; other Republicans, as well as Democrats, prefer less. Several officials say It's unlikely the GOP leadership will permit the full House to vote on the bill with their own rank and file divided. That means deferring politically difficult decisions about food stamps, commodity programs and other accounts until after the election.

Lawmakers produced a short-term, one-year, solution last month to prevent an increase in interest rates on federal student loans for an estimated 7.4 million new borrowers. Another portion of the same bill pays for highway construction and other transportation programs for two years.

Its approval ended an unbroken string of nine short-term extensions dating back three years ? evidence itself of Congress' chronic difficulty in compromising.

UN condemns 'baby boxes' across Europe

The UN Committee on the Rights of the Child is pushing to abolish baby 'boxes' where mothers can legally abandon unwanted babies. Social workers argue otherwise.

In numerous European countries, baby hatches or "boxes" allow mothers to safely and anonymously abandon unwanted newborns. But now, the UN Committee on the Rights of the?Child is pushing to eliminate the boxes across the Continent, igniting a controversy over a measure many see as potentially saving babies' lives.

The UNCRC claims baby boxes violate children?s right to identify their parents and maintain personal?relations with them. The committee has been concerned by the spread of the practice since a recent study showed that nearly 200 hatches have been installed in the past decade in 11 out of 27 EU countries, and that more than 400 babies were abandoned.

Advocates say the boxes prevent infanticide, abortion, and abandonment. But the UNCRC ? which lacks enforcement authority ? argues?differently. It would prefer countries to provide better resources to women before a pregnancy crisis occurs:?family planning education, easily accessible contraception, and social assistance, all of which, it argues, should obviate the need?for mothers to resort to such a drastic solution as abandonment.

"Baby boxes do not operate in the best interest of the child or the mother," argues Maria Herczog, a?sociologist and member of the UNCRC. "They encourage women to give birth in unsafe and life-threatening?conditions.? She says the boxes send the wrong message: ?Just leave your baby, these boxes seem to say. I don?t think any community could send this message to any vulnerable person.?

It is also not realistic to assume that mothers who are mentally unstable will have the presence of mind to bring their baby to a baby box, she adds.

Measure of last resort

Social workers often disagree. Edite Ka?epaja-Vanaga, co-manager of Latvia's baby box program, thinks that it is a "solution to a problem for which another alternative has not yet been found." It is an option of last?resort, she says, when no information on where to find psychological and practical support can prevent parents?from leaving their baby. "Even in front of the baby box door, parents are asked to think again ? are you really?ready to abandon your own baby??

When Ms. Kanepaja-Vanaga started researching baby boxes in Latvia in 2006,?nine abandoned babies were found dead that year. Since the country opened its first baby box in 2009, the number was reduced to four. Another 17 babies were saved from the boxes, out of which 12 have been officially adopted and the others are all in the process of finding a new home. Two mothers?showed interest in having their babies returned, but they have not yet taken any action to move the process forward.

METZ, France (AP) ? After a week of mostly flat stages won by sprinters, the Tour de France hits the mountains in Saturday's seventh stage, when the race standings are likely to be shaken up on the punishingly steep final climb to La Planche des Belles Filles.

The 3,395-foot summit in France's eastern Vosges mountains has never before been featured in the Tour's 109-year history, and it will likely be the occasion for the race-leader's yellow jersey to change shoulders for the first time since Swiss rider Fabian Cancellara captured it in the race's opening prologue a week ago.

The teams of Tour favorite Bradley Wiggins and defending champion Cadel Evans will likely take a more prominent role in the 123.7-mile hilly stage from Tomblaine to La Planche des Belles Filles, when climbers launch the inevitable attacks on the category-1 mountain.

Planche des Belles Filles is a 3.7-mile climb with stretches as steep as 14 percent. Roads that steep look to be almost vertical walls as they're approached. It's one of the new climbs Tour organizers included in this year's route, which Christian Prudhomme, the Tour director, calls "the steepest Tour ever."

Wiggins' Team Sky has ridden the climb in preparation for the stage, manager Dave Brailsford said.

"I think certainly we'll see some attacks and people trying to take their first opportunity to make some time differences," Brailsford said.

The standings got a first shuffle in Friday's sixth stage, caused by a massive crash that took out half the peloton with 16 miles to go. Sky's Edvald Boasson Hagen was delayed in that crash and dropped out of race's top 10, but the Norwegian champion said it meant nothing.

"My job is to work for Bradley, if I'm hours or weeks back, it doesn't matter," the 25-year-old two-time Tour stage winner told reporters outside his team bus after the race.

Wiggins' team had escorted him to the front of the pack mere minutes before the crash, thereby protecting his second place in the overall standings, seven seconds behind Cancellara.

The crash-induced shakeup in the standings also dealt a likely fatal blow to the yellow jersey aspirations of Giro d'Italia winner Ryder Hesjedal of Canada, who injured his left knee in the crash and now sits over 13 minutes back in 108th place.

That could mean extra fireworks when the race hits the mountains Saturday, Brailsford said.

"Some of the good climbing guys will think, 'Well, I've got nothing to lose now, I've got to really animate the race and get something back," Brailsford said.

French rider Sylvain Chavanel, whose stage win at Station des Rousses in the 2010 Tour demonstrated his strength in steep finishes, agreed that the climb to Planche des Belles Filles will be key.

"(Saturday's stage) will be the first test for everyone for the GC because after a week without climbs, the first climb is always an important and demanding test," Chavanel said.

American rider Levi Leipheimer, Chavanel's teammate on Belgian squad Omega Pharma-Quickstep, said "it's definitely going to become clear who is strong, who the favorites are" after Saturday's stage.

Peter Sagan of Slovakia avoided a bloody, across-the-road pileup to capture his third stage win Friday, while Cancellara also steered clear of the mayhem to maintain the yellow jersey.

The 129-mile ride from Epernay to Metz began in the Champagne region of France, with roadside fans holding aloft glasses of bubbly to cheer the riders.

But as the pack picked up speed to chase four breakaway riders with about 16 miles to go, at least two dozen riders spilled across a rural road. Many were downed and dazed, looking for team staffers in a jumble of injured riders and bikes.

"It was like a trench hit by a (grenade) when I entered the crash to give my bike to Bauke," Rabobank's Laurens Ten Dam said on Twitter, referring to teammate Bauke Mollema. "Lots of blood and screaming. Carnage."

The U.S. Garmin-Sharp team bore the brunt of the crash.

Tom Danielson, who finished in last year's Tour in eighth place, was already nursing a separated shoulder from a crash earlier in the week. In Friday's spill, he was briefly knocked unconscious, and later rushed to a hospital for hip, collarbone and elbow injuries. He was one of at least four riders to drop out of the race because of the crash.

Garmin's Ryder Hesjedal of Canada ? winner of the Giro d'Italia in May ? injured his knee and lost more than 13 minutes, all but ending his chances for a top-three finish. He had started the stage in ninth place, 18 seconds back.
